Dr. Johanna Cludius
Senior Researcher, Energy and Climate Division
Profile: Dr. Johanna Cludius is a Senior Researcher at the Oeko-Institut’s Energy and Climate Division and has been working there since 2011. Johanna's main research topics are energy and environmental markets, emissions trading, competitiveness impacts, and distributional considerations of energy and climate policy. Her expertise lies in statistical and econometric data analysis of household, company and price data. Johanna Cludius has been involved in many projects spanning a variety of subjects, such as emissions trading, renewable energy policy, energy efficiency in households and electricity markets for clients such as the European Commission, the European Environment Agency (EEA), national ministries and agencies as well as non-governmental organisations. Johanna has more than ten years of experience working on the EU ETS and related topics, most recently related to its interactions with national policies and measures and the Market Stability Reserve (MSR).
Johanna graduated with a degree in Economics from the Free University Berlin in 2011 and from 2011 to 2014 conducted PhD research on the distributional effects of energy and climate policy at UNSW Australia, graduating in 2015. Between 2014 and 2016 she held a part-time postdoctoral researcher position at the Zurich University of Applied Sciences (ZHAW) as part of the Swiss Competence Center for Research in Energy, Society and Transition (SCCER CREST). Johanna is proficient in German (native speaker) and English, has a good understanding of Russian and French, and basic knowledge of Spanish.
Sean Healy
Senior Researcher, Energy & Climate Division
Profile: Sean Healy is a researcher at the Energy and Climate Division of the Oeko-Institut. He studied BA Geography at Oxford University and subsequently obtained an MSc in Environmental Technology from Imperial University in 2009. Sean has previously worked as a researcher at Aether, where he developed an excellent understanding of emission inventories and air quality issues. Sean's main fields of research at the Oeko-Institut are in the area of energy and climate change, with a particular focus on the EU ETS and the issue of carbon leakage for energy intensive industries. Sean is a leading author on the annual publication of the Trends and Projections in the EU ETS report for the European Environmental Agency and was previously involved in a project to support the European Commission in setting the carbon leakage list for 2015-2019. In addition, Sean is very interested in the politics of climate change and has regularly provided ad-hoc support to the German Federal Environment Agency on research areas related to the ongoing UNFCCC negotiations (mainly market mechanisms under Article 6 of the Paris Agreement).
Verena Graichen
Senior Researcher, Energy & Climate Division
Profile: Verena Graichen has extensive knowledge on the EU ETS, both stationary and aviation. She has led and contributed substantially to studies commissioned by the European Commission (DG CLIMA, DG ENV and DG ENTR), the European Environment Agency, the German Ministry for the Environment and the German Environmental Agency. On the issue of carbon leakage and competitiveness assessment she has provided technical assistance to DG CLIMA to determine both the first and the second carbon leakage list. This included collecting, processing, assessing and analysing the data required to carry out the carbon leakage assessment and its consultation with industry and other stakeholders. On behalf of the German government she has assessed the impact of several proposals concerning quantitative carbon leakage criteria on the cross-sectoral correction factor. Verena has furthermore assessed the impact of the current ETS on investment decisions in the energy sector, the incentive effects of the allocation rules implemented by Member States and the transitional free allocation granted to electricity generators in certain Member States. She is one of the authors of the EEA’s annual report on ‘Trends and projections in the EU ETS’ and the underlying EU ETS data viewer. She graduated from Potsdam University in Public Administration (Diplom Verwaltungswissenschaftlerin), a degree which combines policy analysis and economics.
Jakob Graichen
Senior Researcher, Energy & Climate Division
Profile: Jakob Graichen is a Senior Researcher at Oeko-Institut in Berlin focusing on the assessment and fur-ther development of European climate policy. He has contributed to the reform of the EU ETS, the inclusion of aviation into the scheme, and the development of the Effort Sharing Regulation. One of his work areas is the inclusion of international aviation and maritime transport into national, European and international climate regimes. His publications include a study for the European Parliament on GHG targets for international transport, the impact assessment on the continued inclusion of aviation in the EU ETS and the taxation of aviation. Currently he is developing strategies for the intro-duction of synthetic fuels in aviation and maritime transport.
Jakob joined Oeko-Institut in 2004. From 2011 to 2014 he worked for the German development agency GIZ in Mexico supporting the Climate Change Unit in the environment ministry in drafting, implementing and evaluating climate change policies. Together with the relevant Mexican ministries he supported the development of energy efficiency NAMAs in the housing, transport and SME sectors. Jakob speaks German, English and Spanish.
