Philipp Voß

Division K B 2 “Emissions Trading, Climate Protection Law”


Profile: Philipp Voß is a Senior Policy Officer for Bilateral and International Cooperation for Emissions Trading in Division K B 2 “Emissions Trading, Climate Protection Law” at the BMWK. At the BMWK, he is temporarily responsible for bilateral and international cooperation on emissions trading, capacity building and linking. He also works on carbon leakage, in particular on the carbon border adjustment mechanism (CBAM), on climate clubs and on various aspects of EU carbon pricing.

Experience: Philipp has been involved in the EU ETS, greenhouse gas mitigation projects and other climate-related policies since 2019. Prior to joining the BMWK in 2022, he worked with the German Federal Ministry for the Environment (BMU) and at Ecologic Institute, an independent, academic think tank for environmental research and policy analysis.

Expertise: Economic aspects of emissions trading with specific capabilities in measures countering carbon leakage (especially carbon border adjustment mechanisms) and climate clubs.
